PFUJ challenges govt claim that media is free
  The Pakistan Federal Union of Journalists (PFUJ) has stated that a recent government advertisement saying “Freedom of Expression ... Like never before” is “misleading.” The PFUJ said this in a press release issued on Tuesday. Responding to the advertisement published by leading newspapers, which is a part of President General Pervez Musharraf’s campaign for re-election, the PFUJ press release said that various “black laws, including the Pakistan Electronic Media Regulatory Authority (PEMRA),” still existed. “A report on media under President Pervez Musharraf and Prime Minister Shaukat Aziz will be released in the next couple of days,” it said. It added that the report would not only include names of the journalists killed, attacked, kidnapped “by intelligence agencies,” and registration of cases against journalists, but also the “deteriorating working conditions under which thousands of newspaper employees are still working.”

Media must avoid debate on sub judice matters: SC
  A Supreme Court (SC) larger bench hearing constitutional petitions challenging President General Pervez Musharraf’s dual offices on Tuesday observed that there should be a code for the media to prevent it debating sub judice issues. The observation came after the Attorney General for Pakistan (AGP) Malik Qayyum complained that the electronic media was also trying the president’s dual offices and presidential re-election case. Referring to a private channel’s programme on the presidential poll, he said participants in the programme were ministers and lawyers, while the anchorman acted as judge. Justice Javed Iqbal observed often people without any knowledge of the Constitution were among the participants. He remarked that there must be some code for the media. Justice Abdul Hameed Dogar endorsed Justice Iqbal’s views and said that the court should take notice of this practice.

  Petitions challenging PEMRA amendments: SHC annoyed with ill-prepared petitioners
  In identical petitions challenging the recent amendment to the Pakistan Electronic Media Regulatory Authority (PEMRA) Ordinance, the inability of the petitioners to argue their case annoyed a division bench of the Sindh High Court Tuesday. The bench comprising Chief Justice Sabihuddin Ahmed and Justice Faisal Arab put off the hearing of the three petitions to a date to be given later by the office of the court.

Code of conduct for e-media ready for implementation: chairman Pemra
  Chairman Pemra Ifthikar Rasheed has told that draft of code of conduct for private TV channels has been finalized after consultation with all stakeholders. Broadcasting industry will implement code of conduct voluntarily. He informed the National Assembly Standing Committee about recent development on code of conduct. MNA Rehana Allem Mushahdi chaired the NA Standing Committee for Information and Broadcasting meeting.

  Information officers continue strike
  Officers of the NWFP information department continued their pen-down strike for the third consecutive day here on Tuesday. The protesting officers held separate meetings at the directorate of information and the office of the information secretary here. They pledged to continue their protest till their demands were accepted. NWFP Chief Minister Akram Khan Durrani had announced one-step promotion of officers who had remained in grade 17 for 10 years. The directives were implemented in provincial departments, except for the information department.

NA body for identical benefits in PTV
  The National Assembly’s standing committee on information and broadcasting observed on Tuesday that the employees of Pakistan Television (PTV) should enjoy equal fringe benefits based on talent and professional skills. The committee met here under the chairmanship of Rehana Aleem Mashhadi to discuss the discrimination in salary packages for contractual and regular employees of PTV. The members said senior PTV employees should be facilitated like the contractual ones, who were getting generous remunerations. Information and Broadcasting Secretary Anwer Mehmood informed the committee that the contractual newscasters and anchors of current affairs programmes were good professionals, therefore, they were being offered competitive salaries to enhance PTV’s performance and compete with the private channels.

Mithi radio goes off air
  Radio Pakistan Mithi which airs programmes at FM 108 MHz stopped transmission at 4:33 early on Tuesday morning due to a fault in machine. Sources at Radio Mithi said all of a sudden the machinery stopped functioning, discontinuing broadcast for which technicians had been summoned from Hyderabad. Mithi Radio transmissions were not restored till the filing of this report at 6pm. Mithi FM radio provides recreation facility to thousands of listeners in Tharparkar, Umerkot and Badin district.

Committee warns owners of CDs, video shops to pack
  The joint action committee warned owners of video and CD shops to close their immoral business within three days. Three days ago, disciples of MNA Noor ul Haq and senator Hafiz Abdul Malik held a general council meeting. The action committee had been assigned the task to close down all the centers spreading obscenity and gambling in bazzar and adjacent areas.

HEC chalks out a lesson for plagiarists
  Clearing the mist of uncertainty that had clouded the plagiarism issue, the Higher Education Commission has finally come up with a policy that calls for highlighting the menace of literary theft and curbing it through exemplary punitive actions. It also emphasises the need to guard against bogus or false complaints in order to prevent victimisation which may make researchers and scholars shy away from work simply because of the fear of prosecution. The HEC has circulated the policy document among respective universities as well as the Academic Staff Associations’ office-bearers for their information. In order to facilitate the institutions and organisations in creating awareness about the issue, the commission has also sent a modified version of “Little Book of Plagiarism”, a publication of the Leeds Metropolitan University, to all concerned. The commission says any university or degree-awarding institution, which does not adopt and implement this policy, will have its degree de-recognised by it.

  Governor forms two committees to probe PU plagiarism
  PU professor says four international conferences to be held at PU postponed due to plagiarism issues Governor Khalid Maqbool on Tuesday constituted two committees to investigate plagiarism cases that were unearthed at the Punjab University (PU). The government has ordered to form a committee consisting of Board of Revenue member Safdar Javed Syed, University of Health Sciences Vice Chancellor Dr MH Mubashir and PU’s Prof Abdul Rauf Shakoori. The committee will investigate the plagiarism cases and submit a report to the governor.
