Kidnapping
DawnNews reporter kidnapped, released
  A DawnNews TV reporter, who had covered the recent suicide attack on SSG commandos in Tarbela, was kidnapped from outside his residence in Rawalpindi on Saturday and released on Tuesday after a thorough interrogation by the personnel of an intelligence agency. Two plainclothes men bundled Babur Hussain into a jeep blindfolded and after about a four-hour journey put him in a guarded room. Mr Hussain was interrogated and, in what appears to be intimidation, was made to draw the sketches of the graves of his parents in his ancestral town. He was released near Mianwali after telling him that he had been “cleared”. He was asked to keep quiet.

Letter to editor, “Journal of European Studies”
  Samina Waqar, “Apropos of Prof (Dr) Naveed Ahmed Tahir’s letter, ‘Area Study Centre for Europe’ (Sept 14), it is clarified that the issue raised by Prof Tahir is based on lack of information regarding the approval of the Journal of European Studies by the HEC. The Journal of European Studies published by Area Study Centre for Europe, University of Karachi, is already recognised in ‘Z’ category and is already placed at serial No. 97 on the HEC website. There is no error in the website in this respect. The case of upgradation of the journal will be considered as and when the required documents are provided to the HEC.

  The Express report on National Art Gallery (NAG), billions were spent on construction of national art gallery, but access to common man is difficult, since membership fee so high that common citizen can’t afford. While Naeem Tahir has said that national art gallery will promote culture of the country.

Drive against illegal billboards
  The city district government here on Tuesday started a drive to remove billboards of multinational companies (MNCs) installed along GT Road without obtaining no-objection certificate (NOC) from the administration. The city district government used to charge taxes from MNCs for installing billboards along GT Road but some companies have installed their billboards without getting any NOC. Acting on the city district government’s directives, Taxation officials started an operation on Tuesday and removed three big billboards installed illegally and without obtaining any NOC. Taxation District Officer Jehangir Khan said the city district government had already ordered blacklisting illegal companies and registering criminal cases against them. He said the city district government would earn Rs30 million income from billboards taxation this year.

E-librariesto be opened at public sector universities: Khalid
  The Punjab government has spent hugely on development projects in public sector universities during the last few years. This was stated by the Governor of Punjab, Lt. Gen (r) Khalid Maqbool during a meeting with the students and administration of the high ups of public and private sector universities held here at Governor House on Tuesday. The governor told the audience that the provincial government was trying its best to provide the quality education to people. He said that new and latest electronic libraries, international level gyms, hostels and new academic programmes were being started in public sector universities that would give quality education to the people at reasonable cost.

  Letter to editor “Digital library”
  Yassir Rasheed, “This is with reference to the Higher Education Commission’s (HEC’s) new initiative to launch a national digital library to help students get easy access to books and other material of their choice online. The HEC has launched a number of initiatives aimed at producing skilled and qualified brains in the country. The HEC initiative should have been taken after ensuring that all the said e-books would be easily accessible to the students rather than creating undue hype about it. Apart from providing students such online facilities, there should also be some incentives to pursue the students to develop fast-declining conventional reading habits. The students should be pursued to go to libraries and bookstores, which are in abundance and only gathering dust.”

  “There are some things the government can do to change this. It needs to see what progress has been made on the broadband policy adopted in Jan 2005. It can also ensure that public schools and colleges have high speed access to the Internet as most students cannot access it otherwise at home. Perhaps it can study India’s model which has ambitious plans of meeting the target of 100 million broadband users by 2015. However, no real progress can be made without addressing the price issue. One speaker at the conference said that the way to do so is to encourage large telecom operators to allow other firms to access their telephone exchanges (local loops). This sharing of wires will allow other companies to come up and offer a range of services which promote a level playing field.”
