Attack on Media Intimidation Journalist thrashed |
|
Driver of a van thrashed a journalist when he criticized him for refusing to complete the route and for forcefully off-loading passengers midway, at Faizabad, here on Monday. They also snatched his cell phone, cash, press card and national identity card. Pakistan Press International (PPI) staff reporter, Syed Agha Ali Raza Naqvi, was coming from his residence, in Sadiqabad, to his office in Super Market, Islamabad, in a public van. When the van, travelling on route number one, reached the Faizabad stop, its driver and cleaner asked all passengers to get off as they would not be proceeding to Islamabad, according to their route. The journalist, and some other commuters, asked the driver to follow the route as other public transportation could also be seen going towards Islamabad since there was no ban on their entry into the capital. At this, the driver and the cleaner started abusing Mr Naqvi and forcibly pulled him out of the van. When Mr Naqvi introduced himself as a journalist the driver said he couldn’t care less and told him to do whatever he could but refused to take the van to Islamabad whatever the consequences. When the journalist tried to lodge a complaint with the Rawalpindi traffic police using his cell phone, the driver and his associates snatched his cell phone. They then took away Rs17,500 in cash, his press card and his CNIC, after beating him up and then drove away. The journalist then tried to lodge a compliant with the Sadiqabad police station but the police did not oblige.

Telecommunication PTA’s rejoinder |
|
Director (Public Relations) Pakistan Telecommunication Authority, “ This is with reference to the letter “Monitoring SMS messages” published in Daily Times on September 9.
First of all, Pakistan Telecommunication Authority (PTA) has never asked any mobile operator to monitor all text messages. In fact, PTA has warned senders of text messages which are unwanted, indecent, illegal or offensive in nature. The senders of such messages try to transmit anti-social and anti-state messages via SMS, thereby misusing the facility. PTA clarifies that only those numbers will be monitored/ checked against which complaints from other users are received for sending unsolicited, harassing, offensive and illegal text messages, therefore, no question of monitoring text messages of all users and imposition of censorship arises, as was wrongly concluded in the said letter. PTA will take legal action, including blocking SIMs and handsets, only against those who are involved in this illegal practice. The authority has also announced a toll free number 0800-55055 for the registration of complaints for the convenience of general public. PTA, being a socially responsible organisation has taken this action in the interest of mobile phone users. PTA honours the right of freedom of expression and strongly believes that under no circumstances should anyone intrude into the personal lives of the consumers.” |

Mobile operators directed to complete formalities |
|
All cellular mobile telephone operators (CMTO)have been directed to report if their system for issuing new subscriber identification modules (SIM) is in accordance with the PTA standard operating procedures and instructions issued by the interior ministry.
According to the standard operating procedures, no SIM can be issued or mobile connection activated without the production of computerised national identity card (CNIC) by the subscribers. A subscriber is also bound to sign a contract agreement form provided by the company before becoming a subscriber of any mobile phone company. The cellular mobile telephone operators are also bound to confirm and verify the details of the computerised national identity card (CNIC) from NADRA database within 15 working days. The senior officials of all the mobile telephone operator during a meeting held here at PTA zonal office have been instructed by the zonal director to ensure the implementation of the standard operation procedure issued by the authority. They have also been directed to update their database and confirm the antecedents of subscribers accordingly. It was also decided in the meeting that after the submission of the reports, the PTA would conduct another surprise survey during the third week of September. The CMTOs would be asked to seal the franchises and retailers/outlets ignoring laid down procedures.According to the results of a surprise survey conducted by the authority, it was revealed that some of the franchisees and outlets were not following the standard procedures for issuing new SIMS and they did not ask any subscribers to produce CNIC or sign contract agreement form. |
