Assault: Police thrash journalists for shootout footage |
Police beat up a reporter and a cameraman of Apna TV channel, broke their camera and damaged the reel containing footage of a police shootout on District Courts premises on Wednesday. Reporter Wasim Farooq and cameraman Atif Yasin had shot the shootout in which police shot dead one and injured two people in their custody. The police officials concerned demanded that they hand over the footage material. When they refused, the policemen beat them up, broke their camera and damaged the footage reel. Farooq told Daily Times that the cops had detained the two journalists for more than 20 minutes. Punjab Union of Journalists president Arif Hameed Bhatti has condemned the police highhandedness. Bhatti demanded that the policemen involved in the incident be arrested within 24 hours. Otherwise journalists would protest against the police, he said. Lahore Bar Association secretary Shamimur Rehman Malik also condemned the incident and assured the journalists of the bar’s cooperation.

Jihadi media thrives in Pakistan |
Reports on Media
A newspaper warns that Jews and Christians are engaged in “genocide” against Muslims. A website says children should love guns instead of cricket. A video shows a child beheading a militant accused of betraying his comrades. Despite government promises to crack down, hate-filled jihadist propaganda is thriving in Pakistan, especially in print and on the Internet. Critics say it is contributing to the demonisation of the West and the “Talibanisation” of Pakistan. Some of the most vitriolic material is produced by affiliates of supposedly banned groups. “I feel it has increased and the tone has become more hostile,” said Mohammad Shahzad, who runs a media monitoring service in Pakistan for clients including think tanks and embassies. “The level of extremism and fanaticism has gone up.” Shahzad said there are no statistics on the output of extremist groups. However, examples are plentiful. The website affiliated with the al-Qaeda-linked group Jaish-e-Mohammed, which was banned in 2002, still lavishes praises on those who fight Jihad.

2006 ‘most savage’ year for journalists |
100 journalists, including four Pakistanis, killed last year
A media watchdog International Press Institute on Wednesday described 2006 as the “most savage and brutal” year on record for journalists with 100 media professionals killed across the world. In almost all cases, the deaths were targeted killings, the report added. Journalists were killed in 23 other nations last year with the second most deadly country being the Philippines, with 10 killings. Seven journalists died in Mexico, five in Sri Lanka, four in Pakistan, three each in Afghanistan and Colombia and two each in Venezuela, Russia, India and China. The IPI also blasted attempts to push through a clause to ban “religious defamation,” in several countries and even in the United Nations.

A spokesman of the ministry said in a statement that taking notice of media reports regarding non-issuance of NoC for the purpose, it had informed the management of Aaj TV that no request had been received from them in this regard and that action could not be taken in the absence of an application for the purpose. In response, the management of Aaj TV faxed a request to the ministry on Wednesday requesting grant of NoC for temporary uplinking facility. Licences for cross-media ownership soon |
The process of issuing licences under the newly promulgated PEMRA Amendment Bill enabling cross-media ownership will be starting in the near future. The Bill has already been promulgated, which provides to issue licenses to all channels run or owned by newspaper owners, a senior official told The News on Wednesday. Previously, cross-media was not allowed to obtain licences but under the new law newspaper owners would also get licenses to run TV channels. “It shows freedom of the media and the government is engaged in promoting a healthy culture for growing democracy in Pakistan,” said the senior official. Sources say after the promulgation of new cross-media ownership law, rules and regulations have been completed and the same will be approved by the Authority. The Authority, said a source, will notify it formally and the process of licensing will start. The official said the government kept a liberal policy in allowing media to report freely and within the rules and regulations. In principle, the PEMRA will issue licenses to all applicants, though the applicant has to apply afresh in the light of to-be-notified rules and regulations.

Pemra Notice to AAJ APNS concerned over Pemra notice to TV channel |
The All Pakistan Newspapers Society noted with concern the notice issued by the Pemra to a television channel owned by establishment of an APNS member publication and is firmly of view that this constitutes a major infringement of constitutionally-guaranteed press freedom by this regulatory authority. The APNS is of the considered opinion that the Pemra may only usefully function as a facilitator body between the media and public. Secretary-General, APNS, Muhammad Aslam Kazi on orders of the APNS president, summoned an emergency meeting of the APNS Executive Committee (EC) to consider the complaint of daily Business Recorder against the action against its television network by the Pemra. The channel was ordered to produce an NoC from the Ministry of Information for its provisional up-linking license. The notice also demanded of the channel to explain its position on airing a programme pertaining to the presidential reference against the chief justice, pending with the Supreme Judicial Council.

Pakistan slammed for media control |
International rights groups lambasted Pakistan on Wednesday for trying to throttle media critical of the government’s move to sack the top judge, after a television news channel was warned it could be taken off the air. The watchdog threatened Aaj that it could be taken off the air if it failed to respond withing three days. “This is a blatant attempt by the government to curtail media freedom and freedom of expression,” the Hong Kong-based Asian Human Rights Commission (AHRC) said in a statement. “It is quite evident that the government is unhappy and irritated with the openness with which Aaj has allowed various opinions to be aired.” The Sindh High Court on Wednesday suspended the PEMRA notice and fixed May 16 as the next date for hearing a challenge by Aaj.

Attack on media condemned |

A Hong Kong-based rights group on Wednesday expressed concern over the curbs being imposed on media by the government of Pakistan and said the attack on the independence of the judiciary was now extended to the freedom of expression. “In the midst of the judicial crisis the government has opened yet another front in the hopes of exercising damage control in an attack on a television station that has been airing open discussions on the latest developments with regard to the political situation and also the judicial crisis,” said the Asian Human Rights Commission (AHRC) in a statement emailed to Dawn.

CPJ released a copy of a letter sent to Musharraf |
The New York-based “Committee To Protect Journalists” also saw the pressure on the medias as part of a larger pattern to silence critics of the government. CPJ released a copy of a letter sent to Musharraf, in which it also referred to an accusation by the Dawn Group of Newspapers that the government was withholding a television broadcast license, and had stopped placing advertisements with the group because of the newspaper’s critical coverage. “The action taken by your government against Aaj and the Dawn Group, along with the attack on Geo, appear to be part of a pattern of intimidation to silence your critics,” Joel Simon, CPJ’s executive director, said in the letter.

Pemra notice to Aaj TV flayed |
Media Commission Pakistan, a newly set up media watchdog organisation, has condemned the Pemra notice to Aaj TV, terming it an attempt to gag the media and prevent it from informing people about the ongoing judicial crisis in the country. In a statement, the commission said: "The Pemra action against Aaj TV which may lead to the cancellation of its licence is an attempt to gag the media and must be condemned in the strongest possible words. The state-sponsored regulatory authority imposed upon the country's electronic media has accused the channel of violating its code of conduct, but has not deemed it necessary to specify any particular instance of such a violation.

Aaj Issue in NA |
The government has filed a resolution in the National Assembly, condemning that the role of the opposition parties in the judicial crisis is tantamount to politicising and pressurising the judiciary to their own political ends. PPP-P's Raja Pervaiz Ashraf and Muttahida Majlis-e-Amal's Liaquat Baloch strongly condemned the show cause notices which the Pakistan Electronic Media Regulatory Authority (Pemra) has served on Aaj TV, and asked the Speaker to allow a debate on it. Liaquat Baloch said notices were served on Aaj TV first, followed by the closure of two more channels, Royal TV and APNA TV, for telecasting views and events related to the judicial crisis. He said as representatives of the people, they are obliged to discuss the current situation in the House. Raja Pervaiz Ashraf said sanctions on TV channels exposes the tall claims about the freedom of media. The direct beneficiaries of the free TV channels were the general masses who were being informed about every development on the national and international level, he added. Minister for Information Mohammad Ali Durrani in his statement said Pemra is a regulatory body and independent in serving procedural notices to the electronic media. "The present government believes in freedom of media. But opposition parties want to use the judiciary and the media for their political purposes and its manifestation came in the shape of their protest on the Constitutional Avenue at the time of the reference's hearing."

Letter to Editor “Free media guise” |
Muhammad Asif says “The imposition of a ban on a prominent private television news channel by PEMRA, on charges of covering the speech of the CJP at Peshawar and thus taking the matter to the public, is a blatant reversal of the policy of ‘freedom of expression’, which this government has itself boasted of upholding. How can this be justified? A representative of the government himself churned out a meaningless interpretation of the term ‘sub judice’, raising a hue and cry about the alleged involvement of the opposition parties, ‘some lawyers’, and media in attempts to interfere with the decisions of the Supreme Court of Pakistan.”

Media in Courts Pemra’s notice suspended |
The Sindh High Court suspended on Wednesday a notice issued to a satellite television channel by the Pakistan Electronic Media Regulatory Authority to show cause why its licence should not be cancelled for airing news and views in contravention of the Supreme Judicial Council advisory. The impugned notice, issued by Pemra on April 23, said the ‘Aaj’ channel had violated the code of conduct formulated for the electronic media under the Pemra rules. It alleged that the channel had failed to furnish to the authority a no-objection certificate from the Ministry of Information and Broadcasting, subject to which Pemra had granted it temporary uplinking permit to enable it to transmit its programmes.

The restraining order was issued by a division bench of the SHC comprising Justice Gulzar Ahmed and Justice Qaiser Iqbal while taking up a petition filed by the management of the TV channel challenging the show cause notice. Media Critique Letter to editor “Opposition and media” |
Muhammad Abd Al-Hameed, Lahore says “Pin them down when the opposition leaders make irresponsible statements, President Musharraf advised the media people during several interviews. The advice does not seem to have sunk in so far. The opposition leaders continue to make irresponsible statements and the media laps them up without questioning. The moment the reporter of the local TV channel heard it, she repeated Qazi’s statement several times, probably believing that it was an exclusive. The viewers naturally expected the reporter of the local TV channel to reach Qazi Sahib and ask him about his source. (After all, it was a major development, considering the situation.) How did Qazi Sahib come to know about the decision? Did some member of the Council tell him?

Music Awards of Pathaney Khan to be auctioned |
Iqbal Pathaney Khan braves a scorching day going about from one office to another, one person to another, to give cards for the April 28 death anniversary of his father Pathaney Khan. Iqbal Pathaney Khan has arranged a folk music programme in his home town, Kot Addu, in which local singers will sing kafis and song of Pathaney Khan to pay homage to the great Seraiki singer. “This time at the music function, I will announce a date for auction of the awards because my family is facing poverty and we never know what we will eat tomorrow.” “A few people give me some money for the programme and think they are giving me a charity,” Iqbal told Dawn in an exclusive interview. “I never demand any money from the fans of Pathaney Khan. This is what I have learned from my father. “Actually my father died a pauper and left nothing for his four sons and three daughters except this six-marla house, fame as 79 awards.” “Every year I hold kafi programme to mark his death anniversary, but no MNA, MPA, senator or senior bureaucrat has ever attended the programme,” the son laments. Iqbal accused the PTV and Radio Pakistan of doling out laughable sums to his father. He had harsh words for firms marketing CDs and cassettes as well.

Radio FM Listening | How to begin? |
It is well said that the 'first impression is truly the last impression'. This illustrious saying applies to many fields of life. For example the shows we hear every day on FM channels. There is no doubt that every RJ has his or her own way of beginning the show. Some start off with music and some start with a warm welcome note. To listeners some sound really good while some sounds quite dull. The introduction to a show has great significance to listeners. They get an idea of the nature or theme of the show and to some extend the personality of the hosts through it. This obviously means that to attract listeners RJ's must try and come up with an interesting commencement.
